Here is one of my email to Non Railwaymen Civil servants egroup--
Gross traffic earnings were 54000 Cr this time( 05-06), which is 17 % higher than the budgetary estimate. Overall 13000 Cr excess funds were generated through internal resources.
How it was achieved or some of the efforts, which gave these results, are enlisted here
1. Increasing the speed of all Mail and Express Trains.
a. 10 % margin in the timetable removed.
b. Less fuel requirement.
c. More efficient utilization of the manpower.
d. Less time taken by the train to reach the destination.
e. Gave space for adding another train, if required.
f. Gave space for running more goods trains to have better wagon turnaround time from 5 days to 4 days.
2. Adding more coaches, 12 to 24 coaches
a. No of Passengers transported doubled in the same train, without much change in the fuel cost, manpower cost.
b. Increased earnings
c. Convenience to Passengers
3. Engine on load scheme- (Concession was to be given to those who can load/unload when engine remains connected to the wagons)
a. Saving the Fuel.
b. Saving on the manpower cost (OT etc.) better utilization of the manpower
c. Better utilization of the Rolling stock.
4. Changing the commodity classification
a. Rationalization of the commodity classification from 150 classes to just 18 classes.
b. 66 % increase in the minimum charges on the piecemeal traffic which is less than 20 wagons
5. BPC Brake Power Certificate-(Its required for safely running the trains,assure brake pressure/application of brakes).
a. For BTPN- Tank wagon increased from, after 4500 km running to after 6000 km running.
b. For Box N wagon increased from, after3000 km running to after 4500 km running.
c. Continuous use of the wagons and tanks is km wise increased by 50 %. (8 to 9 hrs taken by the TXR for giving BPC ) So effective running time of wagon is increased.
6.FOIS.-Freight Operating Information System
a. Tracking and monitoring the terminal detention of the rake has made easy for the Railway Board.
b. Movement of the engine can be tracked easily.
c. Better wagon turn around time.
d. Effective utilization of the rolling stock.
7. Many works executed to remove the traffic bottlenecks all over the Indian railways.
a. Half rake to full rake siding facilities
b. Loop line works.
8. Thrust given on the Sundry earnings
a. Catering
b. Publicity
9.Growth in the Indian Economy was 8%
a. Increased demand for Bulk commodities like steel, cement, coal, iron ore, real estate development , NHAI projects etc.
10 Decreasing the wagon turn around time from 5 to 4 days( wagon turnaround time is time between a wagon coming in the division and the same wagon going wagon out of the division)
a. Total no of wagons 2.28 lakh as per fig of 03-04 , 25 % decreasing in the turnaround time increases the wagon availability by at least 20 %.
b. Effective utilization of the Loco fleet total no of locos as per 03-04 fig. 7800 Nos.
c. Due to decrease in wagon turnaround time by one day, wagons were available for around 70 extra days for transportation.
11.Increasing the load in wagon from 81 tons to 90 tons.
12. Allowing upgradation of tickets to passengers to higher classes if vacancy is available.
13. Adding the coaches to the train if more demand is there.
Some questions comes up like..
Why it happened now only?
Why it couldnt happen earlier?
Will it happen in this year also?[/b]
Other than questions i had prepared this list for non railway civil servants but these questions came up. I myself is not much convinced about the answers to these questions.
