Members may post the reasons(s) for poor reliability of Railway assets irrespective of departments, be it P.Way, rolling stocks (including latest
technology's rolling stocks & locomotives too), signalling assets, OHE, PRS etc etc.
One factor is manegerial management of railways assets by Railway engineers/managers , in place of technical attention.
Thus we have, in IR, electronics engineers mainatining DG sets, civil engineers maintaining track machines, electrical engineers maintaining AC system of coaches, mechanical engineers maintaining electrical portion of Diesel-electric locomotives, civil engineers maintaining different machines in their engineering workshops, electrical engineers maintaining IC engine of DG sets, commercial department maintaining printers of PRS and so on.
More and more of this cross-speciallity managerial maintenance of railway's assets is being done on works contract basis. So, railways' assets are in effect being maintained by contractors.
Then there is independent working of material managers.
