We keep on groaning about various kinds of losses that happen over Railways. But I am yet to come across about losses that occur due to detentions of trains.

These detentions can be on account of signal failure, rail fractures, non availability of crew and so on. But lack of availability of crew is one major factor which can be seen (foreseen rather!) and yet we just sit with the six monthly reviews. Traditionally, Railways do a lean and peak season reviews of running categories and the HQs sits on them waiting for next review. But detention owing to them is a matter of serious concern. In one of the division of one of the Railways, the division ran 352 hours of train in a week and the detention was nearly 52 hours owing to lack of availability of crew! This is almost 15% of total running time. And then you had detentions due to loco failure and signalling failures! The combined detention figures comes to be nearly 22%. That is a lot of ineffeciency of the system along with losses.

Under finance code, a report of losses and theft is made and the same is sent at suitable level depending upon theft or loss. Why such statements of detentions are not being called as they seriously classify in losses! Why losses only have come to mean losses of T&P, M&P and others.
