are accepted by the Govt.

Bad deal for Railways | ||
|
Sixth PC has virtually snubbed the Railways by suggesting that, IR should do away with facility of Bunglow peons and has written two pages surmonizing on virtues of Corporatization. I hope FROA and the seniors in the Ministry will take suitable measures to ensure that, whatever little perks are left in Railway services are not taken away in the guise of implementing the Pay Commission recommnedations. glad that Parag has gone beyond the Moolah. The recommendations give an absolute raw deal to JA Grade , Particularly JA Selection Grade. The range of benefit
is too laqrge to be accepted 83% to 14 % plus. With bulk of persons deprived will the UPA get any beneft po,litically?????

The table for fixation of pay in revised pay bands and grade pay are available in table 2.2.2 of the report at page 54 to 70 of the report in following link.

The thumb rule followed in most cases is as under:- (a) For calculation of revised pay in running pay band The basic drawn as on 1.1.06 multiplied by 1.74 rounded to nearest tens will give the revised pay in running pay band. The 74% increase is based on the 50% dearness pay plus the 24% DA as applicable on 1.1.06 though another 12% could have been added as earlier DA was calculated on dearness pay as well. (b) For calculation of grade pay The grade pay is calculated at 40% of the maximum of the payscales of the prerevised scale rounded to nearest hundred. To show an example suppose a junior scale officer in scale Rs.8000-275-13500 was drawing a basic as Rs.10,200/- as on 1.1.06. His revised pay is calculated as under:- (a) Rs.10200 x 1.74 = Rs.17,748 rounded to nearest ten is Rs.17,750/- (b) 40% of Rs.13500 rounded off to nearest 100/- ie Rs.5400/- will be his grade pay. (c) His total pay (a) + (b) will be Rs.23150/- as on 1.1.06. However the same thumb rule is not followed in all cases.

6th Pay De-commissioned Report | ||

Commission has gone beyond its terms of reference when it came to Railways. it even harped on now widely(?) questionable intellectual gymnastics called Rakesh
Mohan Committee Report and argued unconvinvingly for its corporatisation. It was scathing in its scorn for Bunglow Peon. But when it came to some suggestions
from other department, Commission has taken the view that 'demands donot fall in its purview' showing thereby a 'different strokes for different
folks'.
It doesnot need and Einstein to know why Commission was liberal with retirees and those holding regulatory posts. scm |

http://www.iricen.gov.in/documents/shared/N1772135/6pvc%20scales.xls First excel sheet is for both Gazetted & non Gazetted staff and second sheet is for gazetted officers. The increase in basic pay is between 2.14 times to 3.08 times of preexisting basic. The neutral line is actually at 1.86 times (50% DP plus 24% DA on pay+DP). In all previous Pay commission multiplication factor between prerevised and revised pay was varying in between 3.15 to 3.25 but in the VIth pay commisson this has been down to 2.14 to 3.08 . |

If one gets SAG before 1-1-06, his pay is fixed at 52,280. Whereas if one gets promoted after that, then fixation is done at 39200+9000=48200. Loss of 4080 +
DA, HRA etc thereon for ever. Even increments will be less every year.
