Railway Board has circulated a second letter written by Cabinet Secretary on 12.03.09 (containing annexures of Election Commission's directives) to CRB containing the 'Dos and Donts' in light of Model Code of Conduct being in force. The letter has been circulated under the signature of Dy. Director/Estt.(Genl). I would like to quote a few paras from the directives of Election Cmmission having great ramification for the Railway and invitecomments from the fraternity:
Para 6
New works fulfilling all follwoing conditions before model code of conduct came into force can be taken up under intimation to Commission.
1. where full funding tied up.
2.Adm, tech anf fin sanction obtained.
3. tender floated, evaluated and awarded
4.there is contractual obligation to start and finish work in given time.
5. in case of any condition not fulfilling, proor approval from commission needs to be taken.
Para 8.
Tenders other than global tenders that are alerady floated may be evaluated but not finalised without prior approval of the commission. If they are not already floated, they will not be floated without prior approval of the commission.
I would certainly consider the above blanket bans as needing immediate clarification with utmost urgency so that possibility of new tenders coming to a standstill is obviated and clarification sought from ECI asto what it meant for the railways. However those letters are merrily being marked to all without somebody even taking the trouble of reading it.
Is Railway Board just a Post Office?
