I wonder why is it so that we often get paltry two to three responses in an open tender even after waiting for thirty full days and advertising in THREE newspapers of different languages!! -- and yet we remain happy with the system.
That too for seemingly simple jobs.. which would have attracted umpteen responses if we simply made a few phone calls in a single day.
For example, it is difficult to accept that there are only two firms capable, of say, repairing some building or supplying some simple material in the market?? and that too after waiting for 30 days...
Shouldn't the above anomaly be objected?
Is it within the jurisdiction of TC member to object to a poor response. Does the executive's job end after issuing an "NIT" as far as this problem is concerned?
Is it basically a fault in the design of the Open Tender System?
