till date most of our working is manual and Indian Railway which was seen as leader in computerization in early Eighty with introduction of PRS has become laggard as there is very little delegation down the line on computer/ software .
C&IS directorate issued a circular in 2001 giving delegation for sanctioning 10 computers to DRMs per year and since than this have not been revised till date and this show our seriousness on the matter. On the Plan head 1700- computerization no works can be sanctioned by GM... In Eastern Railway computer and accessories have been put in the banned list of Items and any purchase require personal sanction of AGM with Head quarter finance concurrence and this is very difficult to get sanction of computer or printer...... on the one hand we want computerization but we are very conservative on it's procurement.
if we really want compuerization and modernisation first we have to be very liberal on it's procurement as such we should install computer on table of every supervisor first................
During Last GM annual inspection I requested Hon'ble GM to sanction 200 PC for the Howrah Division so that atleast every unit be provided with a computer but GM was shocked hearing 200 figure and tell you send proposal for 30- 40 computers but this file also stuck up mid way ..............
