Hiring of 4 wheeler vehicles for officers is really costing a lot. In some cases its costing more than the Officers gross salary on yearly basis. What to do? Is there any alternative? Now that laptops are made possible, should Railway buy a vehicle for each officer and ask officer to drive on his/her own? In a long run my proposal is much cheaper. Do you agree?

I agree.
However, I feel cost of hiring of a 4-wheeler is only the tip of the iceberg. Cost of steno and peons (excluding unofficial) also exceeds the salary of the officer. Training officers for typing and carrying their own glass of water will be easier than training them for driving. |

After the tragic Ghaisal accident, RlyBd in a huff decreed that all BOs will have DOT phones at their office and residence. NR next day provided phones to all BOs.
However, on many Railways, local instructions were issued that still the old procedure of obtaining Finance concurrence and GM's approval had to be followed. Our DRM of the time very rightly pointed out that those instructions were the result of heartburn that the S&T officers had with the Board's orders. What is a DOT phone if everybody has it? Now the same is going to be the case with laptops. I hope some bright minds are not able to block these timely instructions. Buddha |

Yes. Give the officers some lumpsum to carry out his own secretarial duties and surrender those posts. Or take willingness of offiers to these things themselves and then give Rs. 20K per month.I am sure it would save the Railways a lot of money!

Great link there! Winds of change seem to be blowing through the corridors of power or atleast through many minds. Very timely these.I am of the view that we should have an all India CUG for 1 lakh mobiles and surrender 100 posts from Railway exchanges and do away with islands of local CUGs in the divisions ans wrokshops.We can get a lot of volume discount on this-just like the laptop. scmitra |

how about air conditioned road vehicles | ||

with GARIB RATH started it is understood that top echelons in Railways understand the benefits of airconditioning during travel. Then why not allow railway officials to have an airconditioned road vehicle instead of non a/c.
The official is entitled to a/c office chamber, a/c class travel on duty as well as priviledge. Time to do away with non a/c staff vehicles. HR can verify that it will result in efficient output of work. Financially it will be a 3-5% increase in operational cost of vehicle. Initial cost may be same as I don't think toyota is selling any qualis without a/c, may be they are charging more to actually remove an a/c from vehicle for railways. Patel |

The Railway Board has really created some work for some officers by allowing Laptops. You ask for spot purchase, the man says what other Railways are doing? If everybody ask the same question, then who will answer. Somehow we got the copy of DLW and now we are tellling everybody that we should go for spot purchase. But there are still doubts everywhere. Western Railway man has sent us the comparative statements but what about latest? Check the company web site! Which one is better? DELL? HCL?HP?TOSHIBA? With web cam? kya webcam nahi dega? yaar lether case wala better hoga! Shoulder wala yah backpack?

The problem seems to be the same in every Railway. It seems that this policy has sent everyone into some kind of a loop. Who should be the agency, what should be the mode of procurement, who should decide the mode etc. are exercising the minds of the Admn. In our Railway, there was even a view that ad hoc JAGs should be excluded from the scheme as they are still in SS drawing charge allowance in JAG. Thankfully that view seems to have been dropped considering the obvious reaction of the younger lot as they constitute the majority in the JAG category.
But a SAG committee seems to have been nominated to go into all the above issues and we really don't know when the laptops will reach the officers. Meanwhile, the companies seem to have sensed an opportunity here and have gone into an overdrive. There is a presentation today by HP in Bilaspur specifically for Railway officers on their laptops, its utility in Railways and other facilities. Ananth Sr.DFM/BSP |
