Is there any guidelines about allowing creation of gazetted & non-gazetted posts against the supervision charges obtained while making estimates for way leave works? Or the entire money accrues to the Railways as earnings?
To make my point clearer, if engineering department wants to create 4 posts of Sr.Scale against the provisions of supervision charges in way leave works, is that allowed as per rules?And if atall, should that charge be consumed fully by Engg. department?I would be grateful if somebody could give me some guidelines.
