I have been sent a proposal from Sr DEN/Bhopal regarding finalisation of tender with some special conditions. The salient features of the proposal are:
1. The work is for construction of goods shed at Itarsi with ROR of 30% shown in the original proposal. The cost of the tender would be approx Rs. 4.20 crores including electrical & S&T portion
2. Regarding eligibility criteria for the work ( 35% value one work in last 3 yrs etc.), it has been proposed that the contractor should fulfill the criteria only for civil engg portion. S&T and electrical Br Officers have said that it would be sufficient for the contractor to have an MOU with any party having done similar works in S&T and Electrical deptt.
2. The completion period has been worked out as 5 months. A broad detail of the milestones has been provided.
3. Contractor will be paid an incentive of Rs. 10,000 per day for early completion. Bonus is not applicable for any extn granted to contractor whether on a/c of contractor or any other reason.
4. A penalty of Rs. 10,000/ per day for any delay will be leviable subject to max of 10% of CA value. No extn w/o penalty can be granted to the contractor on any account ( Rly/contractor/Act of God). This will be in addition to the penalty on a/c of clause 17(B) of GCC.
5. The contractor will be provided the drawings, site, technical specs etc on the day of issue of LOA.
6. The work involves working under traffic block. This portion of the work would be outside the purview of Bonus/penalty clause.
7. A performance security, in any acceptable form, equivalent to 5% of CA value will given by contractor at the time of issue of LOA.
8. Contractor/Rly will be entitled for 6% interest on any unsettled claim on eithers account.
9. Bill processing period will be 21 days for running bills and 60 days for final bill.
