Does any other officer (other than you) ever use it? 3. Does he bring his "own" driver along to drive "your" official vehicle? 4. Does "your" driver sit idle while the other office has taken your vehicle driven by "his" driver? This question is being put to IRAS officers: 1. Do you know that every civil engineeing officer and PWay supervisor has his own set of trolleymen? 2. That such an officer or the supervisor may not own a separate trolley, but he has a separate set of 4-5 trolleymen? 3. That SrDSTE's, DSTE's and SrDEE/TRD, DEE/TRD etc al have trolleymen, though they never go ona trolley inspection? Many do not even have a departmental trolley! So next time when you vet a cadre review, please ask these questions.

By the way, the best way that i have found to deal with finance proposals is to show these proposals to other departments and get their views. It always works ! THERE ARE SOME POSITIVES TO THE ACUTE DEPARTMENTALISM !!!

Posts: 911 (06/07/07 20:48:14) Reply Quote More My Recent Posts	I have heard that directives have been issued to S&T department to surrender the posts of trolleymen and in our division, the process has started. There are now no posts of trolleymen in Operating Department. But yes, in Engineering Department, there is a need to review the strength of trolleymen. And we need to press for an amendment to the P.Way Manual where it says that when the trolleymen are not going with the DEN on line, they will work on the lawn of the officer's bungalow. A strong feudal hangover of the British days. Please inspect PWI units and look out for how many Class-IV staff (mostly trackmen and trolleymen) are working in other units without any authority. I have noticed that in one of the units here and a Confidential note has already been sent to the Sr.DEN (Co). They create an artificial shortage of manpower in that unit and then cry hoarse over shortage of staff for track maintenance. This has financial implications as this leads to inflated OT bills. A few years back, we had a UIC conference at RSC where railway representatives from more than two dozen countries had participated. Not one of them had a system of push trolley inspections. If push trolley inspections are so crucial to safety, how the rest of the world is managing without them? Even S&C organization has created their share of trolleymen, though they cannot justify it even in theory. Closer to IR, I have discussed it with engineers and in private talks they admit that trolleymen of senior officers rarely push trolleys. Officers would need independent trolleymen only when they go on line unaccompanied by their PWIs. However, officers almost never go on line alone. For AEN (and ASTE and...) and above, trolleymen are utilized mainly for house work and running minor errands. This has created a peculiar situation in railways. People in the field are entitled to trolleymen, while those in HQ are not. Therefore to placate the higher ups in HQ, class IV staff from other field duties are withdrawn in droves and sent to HQ bosses. DMRC has instituted a simple solution to this problem. Instead of personal servants at corporation's payroll, they have provided a servant allowance to officers, which is meagre (compared to the cost of a person on corporation's payroll). However, no one is complaining. You can obtain a much better quality of household help at a much cheaper rate when you negotiate it at personal level. Why, you may even decide that it is better to forego some of the feudal indulgence if that money comes directly to you.

Though I agree with original poster (srivastarp) on the issue of trolleymen, I cannot vouch for the sincerity of his intentions. Mechanical department may not have posts of trolleymen but I do not know of any mechanical officer who does not utilize railway employees at his home. Charity should better start at home. We all are in this (except poor IRAS) and unless we recognize it as an issue concerning entire railways (as against an issue concerning "other" departments only), we should not expect any change.

The principle "charity begins at home" equally applies to finance officials also. this discussion becomes departmental only because our (i.e. IR's ) manpower planning is +@#*&..........

Posts: 108 (06/08/07 08:35:20) Reply Quote More My Recent Posts	Nawaz Sharif, when exiled from Pakistan, had a retinue of 80 (yes, 80) servants boarding the aircraft at the Lahore airport going with the family to Saudi. A top separatist leader of Kashmir when raided by the CBI was found to be employing 20 servants at his residence. This demeaning practice of domestic servants is the nawabi peculiarity of Indian subcontinent. People suffer all sorts of hardships including murders, rapes, child abuse, thefts just to employ domestic helps. It can be shown using class II mathematics that if all the people having trolleymen are asked to surrender those posts and each is given mercedez benz instead, it will still be cheaper to the exchequer. But I know they are going to be around for a long time to come, because the DRMs, GMs and Rly Bd members all need paid domestic helps, and those having the trolleymen are also the ones who arrange those domestic helps . And same holds true mutatis mutandis for peons and drivers of staff cars. You do not rock the boat if you are travelling in it, do you? Buddha

Trolleys should be given to the PWIs only as the AENs and Sr.DENs are always accompanied by their supervisors and they do not use the trolley alone. But the trolleys are justified to a certain extent, considering the number of trains we run and the consequent impact on track maintenance. And motor trolleys can be used only after obtaining a traffic block. And if trolleys are necessary, then the trolleymen come along. But yes, we need to monitor their strength and the excess posts should be surrendered. Regarding the utilization of railway servants at home, IRAS officers are not behind and I have seen instances of Sr.DENs obliging the DFM/Sr.DFM by deputing some of their people to work at the sahib's home. But it entirely depends on the Sr.DEN (Co) of the division. One Sr.DEN (Co) in SER imposed a ban on utilizing railway staff by all the Engineering officers (including himself) and supervisors and lo behold, about 50-60 people reported for track maintenance duties. Posts: 2 (03/01/08 19:49:59) Reply Quote More My Recent Posts	It is not necessary that trolleys will necessarily work under block protection. Trolleys can be worked without block protection taking all precautions given in para 1118 (4) of the Indian Railway P.Way Manual. The schedule of trolly inspections laid down in manual of inspection schedules for officials of Engg department are as under:- 1. Sr.DEN - Once in three months 2. ADEN - Once a month for main line and once in two months for branch lines 3. SE(incharge) - Once a fortnight. (Once a week where no separate inspection by JE) 4. JE - Atleast once in a week. Besides above, trolleys are used by PHODS & THODs for their inspections. Though they do not require separate trolleys and may use ADENs/PWIs trolley but there will be increase in trolley hours and occupation of trolleys by these officials. Further trolley inspection, trolleys are required for the PWI to reach in between sections to supervise gang working, to attend to rail fractures, to inspect a leval crossing and so on as no road vehicles are provided to him nor there is road connectivity for every location he has to access. The trolley inspections are done independently by above officials except the case of Sr.DEN when an ADEN/PWI accompanies him. Trolley men has other functions such as to help PWI/ADEN in measurements, to protect him from getting runover and carry inspection materials & records, to send messages (still mobile phones have not been provided to PWIs). Five trolley men (4 for working trolley+1 for LR & RG) are required for each APWI/PWI-in-charge/ADEN/Sr.DEN. Normally on a main line there are two sectional PWIs under SE(incharge) and two/three SE(incharge)under an ADEN. This is a safety category post. Regarding why trolley inspection is required when the same is not in practice in some foreign railways, conditions may not be the same there as in the Indian Railways and they have beter facilities for inspection and mobilisation. In Indian railways we have not been able to provide CUG phones to the PWIs & ADENs for better communication inspite of orders issued from board due to red tapism and some of them use their personal mobiles and do not get any reimbursement. When CUG phones are provided down to the level of supervisors, the existing ceiling of Rs.1500/- being enjoyed by some officials provided with the facility will get reduced to Rs.500/- and some of these officials may be in the way of providing CUG phones as their facility will be reduced. Our rules are not simplified and powers are kept with higherups. Why cant Sr.DEN sanction monthly mobile expenses of his PWI which may be even lesser than OT/TA of staff but is more vital to the system We may spend Rs.0.10 to avoid misuse of Rs.0.01 Last Edited By: natarajan1965 03/01/08 19:58:07.
