This does not stem from the departmentalism aspect of our working but purely on cost considerations.
1. Why can't the activity of Engineering Department is outsourced completely in a division. A large of activities are being outsourced in the name of track, works etc?
2. 80% of the work is being done on contracts and then we have a force of Sr.DEN's, AENs and PWIs. Why do we need so many contract managers at so many levels?
3. HQ can have their share of CEs to issue letters and circulars and keep the loop going. PCE can be chief circular issuing authority and can funcion as Civil Arbitrator for disputes.
4. Civil Maintenance, can be purely on zonal works difference being that the zones can be large enough to accomodate all special works. In any case around 80-85 % of the revenue budget, goes in establishement and still some other, around 5% in crucail activities like water supply etc. Remaining can solely be given for playing to Engineering Department. Finance can exercise all the checks for Demand No 16 works.
Or, is this far fetched, an ivory tower in saharan oasis!
