There is an organisation caled CORE, which in order to survive, must add more and more electrification projects to its portfolio, because it lives off the project cost.
If a simple finance principle, which we apply to all other Railway Projects is applied to electrification projects, things will be far more practical. This is as follows:
Let each Railway propose its own electrification in Works Programmes, duly vetted by divisional finance, then HQ finance and then let it be examined by the Rly Board along with other Works Programmes.
