May I request Accounts/finance department to process for an amendment in Finance code and increase present limit of Rupees 500 imposed on expenditure from cash imprest.

The IRASTIMES message board is becoming redundant. When IRASTIMES was launched, it was a revolutionary idea for many of us and we spent a great deal of time exchanging our thoughts and ideas. And the benefit was immediate. Because of IRASTIMES, we got our designations changed from Accounts Officer to Finance Manager.

1. Why it is so important to spend more and more in sanctioned works, specially in month of March?

2. Why actual payment is made even upto 6th or 7th April in contracts involving sanctioned works, funded from Capital/DRF/DF etc (i.e. non-revenue) and shown backdated as payment made on 31-March? Our public sector banks also fully cooperate in this public deception.

In one of the zonal railways, Audit has raised an objection regarding surrender of funds in regard to sanctioned works.

In the opinion of Audit, surrender of funds reflect poorly on the functioning of different departments. 70% of the funds allotted in respect to works in progress were surrendered at the end of financial year due to non-completion of sanctioned works.
